    Labour Contract License

    Types of Labour Licenses

    Under labour laws, two types of labour licenses are issued:

    1. Petty Contractor License – This license is valid for one year and must be renewed annually.
    2. Principal Contractor License – This license remains valid until the completion of the project for which it was issued.

     

    How to Apply for a Labour License

    You can apply for a labour license through two modes:

    1. Online Mode

    1. Visit the official website of the Labour Department of your state.
    2. Register yourself as a contractor.
    3. After successful registration, go to the “Contractor Registration” section and apply for the licence.
    4. Ensure you have scanned copies of all required documents before applying.

    2. Offline Mode

    1. Visit the Labour Commissioner’s Office in your state.
    2. Seek assistance from clerks appointed to help contractors with license applications.
    3. Submit the application along with all necessary documents.

     

    Documents Required for Labour Contractor License

    To apply for a Labour Contractor License, the following documents are typically required:

    1. PAN Card (of the firm owner)
    2. Aadhaar Card (of the firm owner)
    3. Valid Mobile Number and Email ID
    4. Proof of Business Premises (Electricity/utility bill in the firm’s name; include Rent Agreement if rented)
    5. GST Registration Certificate
    6. PF Registration Certificate (EPFO registration)
    7. ESIC Certificate or Workers’ Compensation (WC) Policy (as applicable)
    8. Contract Documents – Contract, Letter of Intent (LOI), or Letter of Award with the Principal Employer
    9. Form III (or equivalent form from the Principal Employer outlining work details)
    10. Legal Entity Documents – Depending on your business type:
      1. Partnership Deed (for partnerships)
      2. LLP Incorporation Certificate
      3. Company PAN Card and Incorporation Certificate (for companies)
      4. Trust Registration (if applicable)

     

    Documents Required for Principal Employer Registration under CLRA

    To register an establishment as a Principal Employer under the Contract Labour (Regulation and Abolition) Act (CLRA), the following documents are needed:

    1. PAN Card of the Manager
    2. Aadhaar Card of the Manager
    3. Mobile Number and Email ID (for official communication)
    4. Proof of Business Premises – Electricity bill/utility bill; include Rent Agreement if premises are leased
    5. GST Registration Certificate (if applicable)
    6. PF and ESIC Registration Certificates
    7. Certificate from Head of Establishment confirming the status as Principal Employer
    8. Authorization Letter from HOD (Head of Department) declaring the entity as Principal Employer

     

    For Registered Entities (as Partnership, LLP, Trust, or Company):

    1. Partnership Deed, LLP Certificate, or Trust Registration
    2. MoA and AoA (for companies)
    3. Company PAN Card
    4. Registration Certificate of the entity
